Teorically yes depending on distance and frequency, the higher the frequency the more easy to affect the signal is and same happens with distance. On frequencies under 10ghz rain doesn't affect the signal substantially (close to 0) but on frequencies like 24ghz or 60ghz rain is a factor to have in mind whendesigning your system.
